Brighton periodically gets it and I can't quite tell from the picture but it typically looks like a dry (not quite flaky but pretty dry) red spot. It's not a really big deal, you could try putting anti-fungal cream (over the counter) on it a few times a day and see if it goes away, then you have your answer!
